The Office of the Sussex Police & Crime Commissioner (OSPCC) is a small dedicated team of experienced officers whose role it is to support the Police & Crime Commissioner in delivering their policy priorities. The OSPCC structure can be viewed here.
The Commissioner and the OSPCC will work with partners and Sussex Police to address the policy priorities and local objectives set out in the Police & Crime Plan.

The OSPCC has access to support from law firm Weightmans. Any other support that the PCC may require from the Chief Constable is covered by the Police Reform & Social Responsibility Act 2011: “a chief constable must exercise the power of direction and control conferred by subsection (3) in such a way as is reasonable to assist the relevant police and crime commissioner to exercise the commissioner’s functions”.

Born and educated in Sussex, Mark went on to graduate from Portsmouth University with a Bachelor of Arts degree in Politics, Public Sector Studies and Policing.
He began his career in Sussex Police in 1982, undertaking a broad range of roles; including Divisional Commander, Head of Special Branch and Head of Specialist Operations. As Divisional Commander in West Sussex he implemented successful local policing models and initiatives to drive down crime and tackle anti social behaviour.
In 2008, Mark led the first regional collaboration for police forces in the south east, overseeing the creation of the Region’s Serious and Organised Crime Unit and Air Support Unit. Prior to leaving Sussex, Mark led on the merger of the Surrey & Sussex Major Crime Branch, Forensic Services and Firearms units.
In 2011, Mark joined the Metropolitan Police Service, on promotion to the role of Commander within Specialist Crime and Operations and took charge of ‘Intelligence and Covert Policing’ which included the deployment of surveillance and undercover techniques. In 2012 he became the Commander for Specialist Armed Policing and oversaw the firearms support to the London Olympic Games. Mark led the Mets use of Automatic Number Plate Vehicle Recognition system to target criminals use of the roads and became the national lead for the use of Digital Forensics in investigating crime.
Mark was appointed as Chief Executive for the Office of Sussex Police and Crime Commissioner in May 2013. He lives with his family in Sussex.
Iain McCulloch - Chief Finance Officer
Mervin Dadd - Chief Communications and Insight Officer
Mervin joins the OSPCC with 25 years’ experience of public affairs, communications and marketing in industry, the Civil Service and local and national policing.
Starting with the Government Information Service at the Ministry of Agriculture, and then moving to the Employment and Education departments, he worked in publicity and marketing and national advertising campaigns before a spell as a press officer in the Welsh Office.
He led Public Affairs and Internal Communications for the Ministry of Defence Police in 1997 before moving to head up the Corporate Communications team at Norfolk Constabulary.
In 2004 Mervin moved to the private sector as Director of External Affairs for Cogent – the newly launched Sector Skills Council for the Oil and Gas, Chemical, Polymer and Nuclear industries. Over a ten year period, his team positioned Cogent as a key player in the national science skills arena working with key employers to help deliver the UK’s industrial innovation and growth strategy.
With a particular interest in professional development and the potential of young people his teams at Cogent developed digital platforms to assist in career pathway planning, skills gap analysis and business effectiveness.
Mervin was originally a Fine Arts graduate of Wimbledon and Falmouth Schools of Art with an early career as an illustrator and muralist and retains a deep interest in the arts.
Mervin has a son and daughter at university and lives near Eastbourne with his wife.
Mandy Jameson - Senior Communications Manager
Mandy joined the OPCC in August 2018 after many years running a consultancy specialising in communications strategies for public sector clients.
Before that she worked in PR for East Sussex County and Lewes District Councils so brings a wide knowledge of the public sector and Sussex to this role.
Originally from Manchester, Mandy moved to Brighton in the late 1980s and has lived in Sussex ever since apart from a spell in south west France. During that time she continued to run her consultancy whilst overseeing the renovation of her family’s 250 year old farmhouse.
Natalie McFall - Communications Manager
Natalie graduated from Coventry University in 2016 where she achieved a first class honours degree in Journalism and Media.
Whilst studying for her degree, she gained work experience in PR with Volunteer Now and wrote, for a short time, for the features department at the Irish News. After graduating she spent over a year and half working in marketing for a private company in Lancing.
Natalie started with the OPCC in January 2018 as Digital Content Officer (maternity cover), which included, maintaining the website and managing the office's various social media accounts as well as producing short video content. She was then offered the job of Communications Manager in July 2018.
Sammi Carwardine - Digital Content Manager (part time)
Sammi joined the OPCC in 2014 having previously worked for the East Sussex Library and Information Service. During her time with the Library Service she was involved with managing their social media and with various projects such as the Health and Wellbeing initiative and a trial giving service users best value for money with magazine access.
Her role in the office includes maintaining the website and managing the office's various social media accounts, as well as producing short video content. She is also responsible for arranging the Commissioner's Talk Sussex and Listen Live programmes.
Sammi has a degree in History and an NCTJ qualification in journalism.
Micha Dawes - Commissioning Officer
Micha graduated from the University of Portsmouth in 2012 where she achieved a 2:1 in her degree, BSc (Hons) Forensic Psychology.
After graduating she spent 3 years working in administration and property management roles in an estate and lettings agency.
Micha started with the OPCC in 2015 as Correspondence and Administration Officer (maternity cover) and is now Commissioning Officer, supporting and delivering commissioning activity, particularly in the field of victim support services.
Graham Kane - Head of Performance
Graham attended the University of Brighton, where he studied Business Studies and achieved a BA Hons degree, with a 2:1 classification. After graduating, Graham worked for Sussex Police before transferring to the Sussex Police Authority until it was replaced by the Office of the Sussex Police & Crime Commissioner (OSPCC) in November 2012.
In his current position, Graham is the lead for performance management, ensuring detailed scrutiny and analysis of the performance of Sussex Police, and providing strategic advice and recommendations to the Police & Crime Commissioner (PCC) which enable her to discharge the statutory role of holding the Chief Constable to account in accordance with the Police Reform and Social Responsibility Act 2011 and the Police Reform Act 2002.
Graham is also responsible for leading on and managing the assurance arrangements to support the statutory oversight and scrutiny function of the PCC, ensuring that the OSPCC operates in line with all relevant legislation and corporate governance policies, at all times. Graham manages, coordinates and monitors the release of information on behalf of the PCC to those who request it under the terms of the Freedom of Information Act 2000 and Data Protection Act 2003.
Graham also acts as Deputy Monitoring Officer in the absence of the Chief Executive & Monitoring Officer.
Graham has successfully completed a Chartered Management Institute Level 3 qualification in First Line Management, a Practitioner Certificate in Freedom of Information, and an Institute of Leadership and Management Development Award.
Debbie Hill - Assurance Manager
Debbie attended the University of West of England, Bristol where she studied Social Science. She began her career at Tunbridge Wells Borough Council as a committee administrator/councillor services officer before moving to Lewes District Council as principal committee officer. Debbie joined Sussex Police Authority (which preceded the Police and Crime Commissioner role) in 2003 as a policy officer.
Samantha Bleach - Assurance Officer (on maternity leave)
Samantha joined the OSPCC as Assurance Officer in March 2017 having spent the previous 11 years working within Human Resources (HR). During her HR career, Samantha progressed from Administrator to HR Coordinator working within the NHS, Education, Health & Social Care and Insurance.
Samantha began her career in retail and administration whilst she studied her A-Levels and later worked in the Health & Social Care sector as a Support Worker and Project Coordinator where by she supported young adults working to improve accessibility in their town centre.
Samantha has always worked in roles and/or organisations where by supporting people is the main focus
Catherine Fletcher - Performance Analyst
Catherine joined the Office of the Sussex Police & Crime Commissioner (OSPCC) in 2017 after 10 years experience working in the public sector (including HM Prison Service, Probation and the NHS).
Her interest in research and analysis began whilst studying Psychology at the University of Sussex, which included three years of statistical training. She worked in the Adult Social Care Performance team at East Sussex County Council before joining the OSPCC as a Performance Analyst.
Catherine’s role in the team is to analyse and interpret a wide range of data in order to evaluate the performance of Sussex Police and the services commissioned by the OSPCC. This analysis supports decision making and enables the Police & Crime Commissioner to hold the Chief Constable to account.
Sarah Friend - ICV Scheme Manager (part-time)
Sarah joined the team in September 2017 after working for West Sussex County Scouts leading the Partnership for the Think Family Project with West Sussex County Council.
Sarah’s role in the team is to maintain and support the delivery of the PCC’s statutory responsibility to provide an Independent Custody Visiting Scheme.
Sarah was previously a Sussex Police Police Sergeant, where for 18 years she worked in Response, Neighborhood Policing and Strategic Planning.
Sarah is a School Governor, a Scout leader and was previously a Parish Councillor which has given her a great understanding of the value of Volunteers and their importance to any Organisation.
Gina Wheatley - Executive Support Manager (on maternity leave)
Gina previously worked for the Police Authority as an Administrative Assistant, where she completed a Level 3 NVQ in Business and Administration.
Gina’s responsibilities have grown since she started with the Authority in 2010 and she is now the Executive Support Manager for the Office of the Sussex Police & Crime Commissioner (OSPCC).
Her responsibilities include; diary management for the Police & Crime Commissioner, Chief Executive and Chief Finance Officer and lead for general management and maintenance of the OSPCC office
Harry Wickes - Correspondence & Video-Enabled Justice Project Support Officer
Harry finished his studies at the University of Portsmouth in 2018, graduating in International Relations and Politics. As part of his degree, Harry undertook a placement year at the Office of the Sussex Police and Crime Commissioner (OSPCC), where he worked as an Intern.
His role included supporting the work of the Sussex Restorative Justice Partnership and planning a regional conference on the issue of Modern Slavery and Human Trafficking. Following finishing his degree, Harry has re-joined the OSPCC as a Correspondence and Project Support Officer. He will be supporting the administrative business of the organisation and its Video Enabled Justice programme.
Kate Payling - Delivery Director
Kirsty Blight - Video-Enabled Justice Programme PMO Manager
Kirsty joined the team in 2015 after working at the University of Brighton and subsequently for Sussex Police as a contact handler.
In her current role Kirsty manages the programme management office for the Sussex PCC led Video Enabled Justice Programme as well as providing project management support for other initiatives within the OPCC.
Kirsty is a qualified PRINCE 2 practitioner, P30 practitioner and has successfully completed a Chartered Management Institute Level 3 qualification in first line management.
Louise Gilbert - Project Officer
Louise joined the OSPCC in May 2017 after gaining her degree in Psychology and Criminology at Brighton University. Whilst studying, Louise also worked as an Appropriate Adult, where she supported individuals under the age of 18 during their time in Police custody.
Louise has a keen interest in mental health and has previously worked for Sussex Partnerships NHS Trust where she supported individuals who were experiencing mental health problems including those detained under the Mental Health Act.
John Willett - Head of Partnerships
John leaves the Criminal Justice Branch, within the Specialist Crime Command Department for Sussex Police and first joined the Office of the Sussex Police & Crime Commissioner (OSPCC) as the Strategic Restorative Justice Manager to specifically focus on Restorative Justice (RJ).
John has over 36 years’ experience in policing, criminal justice, education and change management programmes which have involved deployments to America, Qatar, Bahrain, Africa, Turkey, Egypt and more recently the Channel Islands. Some of the most significant achievements include the delivery of the United Nations Train the Trainer programme, International Management Training and the delivery of specific bespoke programmes commissioned by the Foreign & Commonwealth Office to address priority crimes committed against British citizen’s whilst overseas.
A qualified programme manager and RJ facilitator John has worked locally and nationally aligning RJ to criminal justice outcomes. John was instrumental in designing and delivering Community Resolution in Sussex Police and has assisted to develop national guidance & it’s application in Hampshire & Staffordshire.
John has also been responsible for expanding the scrutiny arrangements for Out of Court Disposals (OOCD), specifically Community Resolution, creating a Multi-Agency Scrutiny Panel to assess and quality control its application.More recently, John has lead & promoted Restorative Justice within Sussex Police and together with agencies from the Sussex Criminal Justice Board (SCJB) has been responsible for creating internal management structures to deliver new RJ services for victims of crime.
A true advocate for ‘victim focused’ services, John took the lead recently creating the new constitution for the ‘Sussex Restorative Justice Partnership’ which will manage the delivery of the new programme of work.
A practising RJ manager – John believes RJ is more than just a methodology – it is a way of thinking.
Nicola Walker - Partnership Manager
Nicola takes up the role of Partnership Manager having joined the team in July 2018 on secondment from Sussex Police Specialist Crime Command. She brings with her a wealth of experience after an extensive career in the field of Intelligence Analysis.
Originally from Hampshire, Nicola was educated in Sussex and having gained her Bachelors Degree in Science and Economics, returned to Sussex, settling just outside of Eastbourne with her husband and daughter.
Shannon Marchesani - Partnership Development Officer
Shannon joined the office in the role of Partnership Development Officer in December 2018 after an diverse 11 year career with Sussex Police. Her most recent role was as Missing Persons and Child Exploitation Coordinator.
She has extensive experience identifying and safeguarding the vulnerable having worked with police colleagues from Response, Prevention, Investigation and Intelligence departments, and partner agencies including children and adult services, education and mental health services.
Shannon's role in the OSPCC includes coordinating the activity for the Community Safety Partnerships and managing the Safer in Sussex - Community Safety Fund.
Lucie Venables - Head of Commissioning
Lucie joined the office as Head of Commissioning in November 2018 with 12 years-experience in a range of sectors, including charity and local and central government roles.
Lucie holds a Degree in Psychology from Sussex University, a Masters Degree in Forensic Psychology from the University of Portsmouth, and a Professional Doctorate from London Metropolitan University.
Lucie started her career working for the Prince’s Trust Charity in Brighton working with young people through the TEAM programme, a twelve week life skills course.
In 2008, Lucie joined Mid Sussex District Council (MSDC) as the Anti-social Behaviour Caseworker working with victims and perpetrators to resolve challenging behaviours and situations. Alongside this role, Lucie completed a Professional Doctorate looking into the decision made by a victim to report an incident to the police and whether social support networks and how their neighbourhood looked, influenced a victim's decision. Lucie worked in various roles at MSDC, including Sports and Arts Development, Community Safety Officer and, finally, as the Partnerships Manager. In this role, Lucie worked with representatives from Sussex Police, West Sussex Fire & Rescue Service, probation, National Health Service and voluntary sector to commission a number of services to support the residents of Mid Sussex.
In 2015, Lucie joined the Ministry of Defence (MOD) in London as part of the Graduate High Performance scheme. This included working within the Research and Development Team on projects to support the MOD in modernising its technology and premises to better support operations. This role worked internationally and in partnership with a range of Whitehall departments. Whilst in this role, Lucie was the Wellbeing Champion for the organisation designing and leading a number of initiatives to support staff in managing their own wellbeing.
In her spare time, Lucie plays hockey for a local team and is a qualified athletics coach, coaching young people at a Sussex club.
