HMIC – Police Effectiveness, Efficiency and Legitimacy: Leadership Question Set

Her Majesty's Inspectorate of Constabulary (HMIC) has agreed that leadership, as an enabler, should be embedded back into the other pillars of the Police Effectiveness, Efficiency and Legitimacy (PEEL) inspection in 2017. HMIC will not have a standalone leadership question set for PEEL as they did last year, instead, six questions will form part of their Efficiency inspection, with a further six asked as part of the Legitimacy inspection. Leadership as a theme will not be graded in isolation. It will, however, form a significant part of the both the Efficiency and Legitimacy inspections, and will contribute to the overall judgement. HMIC asked for the following question set to be considered in respect of leadership:

  • Are there are any new or emerging issues that we should be focused on (or indeed anything we should no longer look at)?
  • Are the questions striking the right balance, for example we have more weighting on fair and respectful treatment of the workforce, and planning for the future than other areas, such as understanding demand, for example?
  • Any ideas on information sources we might look to, in order to gather information prior to inspection?
