National Consultations

The PCC has an opportunity to respond to national consultations regarding policing and crime matters. Details of these consultations and the Commissioner’s responses can be found below.


The 101 police non-emergency number was introduced as an easy to remember number for the public to contact their local police. It was envisaged that over time, it could enable local partners to join up with the police to provide even more streamlined access and efficient services for the public.

The current 101 contract expires in March 2016. Ahead of this, the Home Office undertook a review of the service to ensure it continues to meet the needs of the public and to identify options for the future of the 101 service.

The proposal to merge the current Local Justice Areas into one new West Sussex Local Justice Area aims to improve the effectiveness of the delivery of justice by removing inflexibility in dealing with cases in magistrates’ courts across West Sussex thereby increasing the opportunities for magistrates to sit on a broader range of cases on a regular basis and maintain experience and thus competence. It also enables best use of public resources by more effective listing.

A merger of the two current benches would also enable streamlining the out of court activities of magistrates such as meetings, training and the work of Bench Chairmen and other Bench officers.

The consultation sought to obtain the views of a wide-range of people or organisations that would be affected by the proposed change including Magistrates, other judicial office holders, court users, stakeholders and public authorities and charities within West Sussex.

HM Treasury sought views on a proposal to legislate for a £95,000 cap on the total value of exit payments made to an individual in relation to their exit from public sector employment.

The Communities and Local Government Committee announced an inquiry into the Government’s Cities and Local Government Devolution Bill.

The Committee will examine a variety of devolution issues, looking at the lesson which can be learned from City Deals, whether the Manchester devolution deal provides a model for other areas, and how the Devolution Bill will build on local accountability.

The Association of Police & Crime Commissioners (APCC) sought the views of Police & Crime Commissioners on proposals to introduce  Legally Qualified Chairs (LQCs).

The Police (Conduct) (Amendment) Regulations 2015 set out a new requirement for Local Policing Bodies to appoint LQCs for police misconduct panels. The new parameters will come into effect on 1 January 2016.

The Code of Practice for Victims of Crime (the “Victims’ Code”) sets out the support and information that victims of crime are entitled to receive. It is central to the Ministry of Justice (MoJ) strategy for transposing the EU Victims’ Directive (2012/29/EU) which establishes minimum standards on the rights, support and protection of victims of crime across the EU, and which comes into force on 16 November 2015.

Views on proposed technical changes to the Victims’ Code to ensure compliance with the Directive were sought. 

The Superintendents’ Association of England and Wales has been asked by the Home Secretary to conduct a comprehensive review of the use of police target and their impact on outcomes. The review will examine whether targets are causing perverse incentives, reducing officer discretion, adding red tape and reflecting an outmoded business model.

The College of Policing (CoP) published a preliminary report following its review of police leadership.

The CoP welcomed feedback on the how the recommendations in the report could be delivered in the best way to secure the most successful and impactful implementation.

The Ministry of Justice (MoJ) sought the views of Police & Crime Commissioners (PCCs) regarding a possible extension of the grant to Stop Hate UK. 

The Home Office sought views on proposed changes to the police complaints and discipline system.

These proposals would give Police & Crime Commissioners a much stronger role in the police complaints system, and would look to implement many of the recommendations of the Chapman review of police discipline.
